This unique attraction owes its existence to George Bartholomew, a pioneer who brought cement and concrete to the Midwest in the 19th century. In 1891, concrete was still a novelty, often referred to as "artificial stone." But Bartholomew persuaded the Bellefontaine City Council to allow him to pave Court Avenue, located near the Logan County Courthouse, with this innovative material. So confident was he in his new concrete, Bartholomew even posted a bond guaranteeing that the pavement would last for at least five years.

Surpassing its original guarantee by a century, this section of Court Avenue remains intact today, marking it as the "Oldest Concrete Street in America." The rest of the street may have been updated with modern materials, but a city block’s worth of historic pavement has been preserved. To further honor Bartholomew's contribution, his statue was erected in 1991 at the center of the concrete street, where motor traffic is no longer permitted. This pedestrian-friendly stretch, marked by plaques and signs, is a testament to Bartholomew's vision and serves as a reminder of the origin of the "better roads movement.”
